During the period between 1927 and 1940, from 41 to 122 ordinands continuously studied at the seminary. Until 1940, the priest seminary prepared around 150 priests who were transferred to various parishes of Žemaitija (Samogitia).
In 1940, Telšiai Priest Seminary was closed down by the Soviet government. It was opened once again during the autumn of 1941, however its activities were suspended once again by the Soviet government in the spring of 1946.
In 1989, former student of the seminary, Telšiai bishop Antanas Vaičius issued a decree under which Telšiai Priest Seminary was restored. In 1990–1993, 88 ordinands were trained in 3 running courses of the seminary. Today, Telšiai Bishop Vincentas Borisevičius Seminary has 22 ordinands.
The goal of Telšiai Bishop Vincentas Borisevičius Priest Seminary as the institution that develops the personal qualities of priests is the spiritual, humanly, intellectual and pastoral preparation of priests. The Priest Seminary differs from other higher education schools in that the spiritual development of a student is based on prayer, Eucharist, adoration of the Blessed Sacrament, reflection on the Word of God, Liturgy of the Hours, frequent confessions, recollections, love for one's neighbour and celibacy.
